Country Without Education

Is it possible to develop a country without education?

No. Development is like a cylindrical tower built brick by brick in layers. You can't just skip a layer and you can't develop rapidly on just one side of the tower or it will collapse. Health, law and order, resource management, etc. All have to build steadily together. Education is a key pillar of development and it drives other elements such as use of birth control and health outcomes. It helps a lot with business too of course. Even extreme examples like Dubai have still built up the basics because without that the more advanced components of development fail.
